Where are you and what environment did it experience? Did it get dry and stay dry for a few days? It looks like its trying to make a comeback

Central Texas. The weather has been cool to warm. Not freezing. It actually did well in the winter. I have been watering it weekly except when it rains, which it has been recently.

Looks like a lack of water to me too.

Note: Just because it rains doesn't mean that the tree got enought water.

If the rootball was very dense, sometimes it doesn't absorb water.

Or... Or.... did it get hit with your neighbor's weed spray?

It has only gotten worse. Picture aren't uploading for whatever reason.

If it were my tree... I would dig it up and get rid of all the old compacted soil around the root ball. I would make sure the roots are nice and loose. And dig a big hole and mix up some soil and amend, mulch heavily.

the point is the roots need attention. Make sure the soil drains well...

I'd agree that it has been allowed to dry out excessively. And depending on how dry and for how long, it might not be recoverable.
