dig one up and find out .... ...this is how i got most of my lilacs ...

if there is a decent root system ... and you can keep it watered all season ..then stick it where you want it ...

but often ... it mostly just one root attached to the momma plant.. and you are better off potting it for the summer to grow a root mass ... and then plant it out in the garden ...

Some viburnums do this...and some reseed.

Raining today so I will see what I find tomorrow. Keeping my fingers crossed. I have lost many dogwoods and this viburnum wood add some white spring flowers back into the edges of my woods.

I expect they are seedlings.
