Fill pipe hole below grade?

We recently had a main sewer line replaced in the yard of a 1957 home with hollow block foundation walls. The excavation must have loosened the soil right near the house because the next rain, we had muddy water in the basement. Turns out there was a pipe hole that no longer contains a pipe. We now need to seal the hole. We can feel all the way through the hole to the dirt outside the foundation but it is about 6 feet below grade on the outside. The block is also filled partially with mud now. Can we do this without digging on the outside? We just feel this might lead to another unintended consequence.
