What is this invasive weed???

This came to my garden via a clump of phlox from my mothers garden and it is incredibly invasive. When the leaves fully open it looks similar to an astilbe but it never flowers. It sends underground runners and I try to dig everything I see, but it keeps coming back. Anyone know what it is or how to get rid of it???

    Its definitely not a wild strawberry. Since knowing the name I've been able to do more research and it is most definitely Bishop Weed. It also does apparently flower in the middle of my phlox, I always thought I had a stray "Queen Anne's Lace" :(...Thank you for the help everyone.
