Old Vynil window leak

Hi, I have a leak from around a vinyl window week hole. It is on my sencond floor the leak (when raining) goes all the way down the inside of the walls to the ground floor.
After removing the flat screen I can see mold in the valley of the window that is meant to drain away the water.
The weep hole is not obstructed.
