Is this how pebble tec pool is supposed to look like?

Signed a contract to get a pebble tec finished pool (expensive) built and am underwhelmed by how it looks so far. This is currently what it looks like and this is what I pictured hydrazzo to be. Just wanted to make sure that didn't make a mistake? Is this what Pebble Tec "Pearl Blue" is supposed to look like? Thanks

It's new construction. They're filling it in today
