Need help with plant identification. Thank you!

This plant grew on its own in our Arizona landscaped backyard. We did not plant it. We believe it is a weed but not sure. It is currently around 20" across and 10" tall and growing from a central stem. The leaves have a fuzzy feel. It does not appear to be in the process of developing any flowers. Has been growing for approximately 4 months and tolerated our coldest winter weather (25-35 degrees overnight). We have not seen another one like it anywhere in our area.

Any help is greatly appreciated.
