So far it looks like a lilac to me. As mentioned the tight habit is being produced by shearing.

The out of context formal shearing is interfering with flower production.

It doesn't need to be a lilac to produce a shrub like that. The shape is artificial and it isn't allowed to flower freely, so there's no particular reason for planting a lilac. If you just want a small-leaved dome of foliage there are numerous candidates. If it must be a lilac, Syringa meyeri 'Palibin' would serve. But it would be a pity.

I'm guessing the OP's plant is a Miss Kim Lilac, which is a naturally compact grower. Photo from Missouri Botanical Garden.

Second close up shot provided here shows that plant asked about is flowering only from behind pruning cuts. Hence, I guess, why no flowers are visible in the first picture, showing the habit.

Otherwise I thought of 'Miss Kim' also, notice in the Missouri picture the comparatively long, pointed leaves and ice blue coloring of the open flowers. If Indiana plant is same variety it should be sharing these two features.
