No, the white bumps are not scale. If you took a cutting off that stem that's where the new roots would form. The black bumps are probably not scale either.

You can always tell scale by simply trying to remove it with a fingernail. If it doesn't come off easily it's not scale. Once scraped off there will be a squishy creature under the shell. And with scale there's often sticky honeydew on the plant.
