The marks on the leaves look like insect damage. Have you looked at the underside of the leaves? Does anything fly out when you spray it with water?

I looked at the undersides, and there isn't much there except you can see a little of the mottling on the underside of affected leaves. I think you are right, and something is eating on the topside of the leaves, thinning it in those places. The whole bush isn't affected, some areas have no mottling. When I was looking, I saw 1 small black insect. No telling if he was the guilty party, but he no longer lives. I sprayed with a hose, nothing flew out.
