My question is this:

In hope of eventually starving the mother rhizome,

1) Do I just snap their little stalky heads off as they begin to poke through the soil?

2) Or do I pull the entire stalk and its attached root? I have heard the pulling the stalk and root causes another growth to begin at that particular node. I definitely don't want to encourage more growth!

Nasty weeds...but you have to admire their tenacity.
