I like the windows in the garage door but dislike the too small shutters on the top windows

Windows are nice because they let the light in. I think they look fine on your garage door, assuming the rest of the door stays the same..

It looks like you have enough room for properly sized shutters on the second floor windows.

Have you measured?

Each shutter should be large (wide) enough to cover half the window to appear functional.

I like the windows in the top panel of your garage door too.
