No blooms this year on a dwarf Washington Orange

My tree is in a container. I moved it into a slightly larger container in January 2019. It flowered and had nice oranges. Its now May and nothing. No bloomers. No new foliage. It gets more than 10 Hours of hot California sun and is well fertilized. Do they skips years? Its about 6 years old.

Is it watered well? I found scale on mine. The only citrus out of 8. Do you have a pic of it?

Sometimes containerized citrus take a year off, especially after bearing well the previous year. There are varieties known to be alternate bearing, like some mandarins, but I'm convinced containerized citrus are more prone to taking a season off than those growing in the ground.

Now, there could also be other variables in play...proper fertilization, watering, sun, etc, etc. It could be that your citrus may try to throw out some mid-season blooms. When this happens with my containerized plants, they only bear lightly and fruit quality is not so good.
