So I have a neighbor out back who keeps his yard as an absolute pig sty (as in construction debris from a house renovation done 15 years ago, tires from a truck he junked over a decade ago, etc). My next door neighbor resorted to planting clumping bamboo so he didn't have to look at it. We want a visual screen as well. A couple issues on the spot in question:

1) HOA doesn't technically allow privacy fences (only split rail), though other neighbors have put them along the back of their lots where they back up to a completely different neighborhood, and at the back of our yard would be similarly invisible from the street

2) This spot is in a swale. During heavy rains, it can flood a couple inches deep. We have most of this area landscaped with river rock right now. Water does recede pretty quickly, though (within a few hours), and the area does tend to get relatively dry during long spells

3) Its shaded by large maple and black walnut trees, getting some sun during part of the day. Raspberry and blackberry plants grow well there, but ornamental grasses kind of struggle just up the slope a bit.

We'd like a tall barrier of some sort (8', to shield the view from the first floor of our house). We don't want it very wide, or else it would eat up too much of our yard. I don't think arborvitae would grow well there. We were considering something vining - such as putting in fence posts, stringing stainless wire for a trellis, and then running grape vines there. Wild grape vines seem to be growing ok in that area - we keep having to cut them back from our yard, which seems odd because of the lack of sun and the wet conditions.

Anyone think this might work or have alternate recommendations for plants?
