what to do with these sad skyrocket junipers

These were planted a few years ago, grew well initially. Zone 6b. I’m thinking it’s a type of blight, but uncertain. If I prune it back aggressively, can they recover? Or do I need to remove them? Other ideas? Photo is taken from the south, facing northwest.
