Probably 'Oakleaf' or 'Oakland' and not Blue Maid, but whatever. That could just be physical damage from the installation. Were they well watered last summer?

if it were me ... i would look to the new growth.. to define what is going on now ... and i would only treat anything currently going on ...

no 'evergreen' holds its leaves forever.. interior loss of older leaves is normal.. and increased by stresses such as transporting and transplanting ...

a pic of the whole plant might help .. it appears it mostly ok.. with a few random ugly leaves... i agree with dave.. it might all be related to last years stressful events ...

and if it is the few leaves i suspect.. i might just snip them off so i dont have to look at them ...

blackspot is endemic on roses ... depending on what variety ... that is easily treated with sprays ...

i dont know what to tell you about be sold poor stock ...

Whatever the cause of the leaf burn - which maybe is cold damage - I see what looks like old sooty mold fungus in the second shot. So there is a history of sucking pests being on the holly or a plant that overhangs it.
