Cuts on Jalapeno Leaves?

Today I noticed multiple of my jalapeno plants have cuts on the leaves. I noticed possibly small small green aphid like bugs on the bottoms. Any ideas on what could be causing it and if I should be concerned? This is our first year having a garden at our new house.

You know, I do think we had hail a week or two ago. I hope that it's it! At first I thought maybe I hit them with the hose or something, but I haven't really lately. Thanks!

I been having trouble with grasshoppers, they do damage like that.
