IMO house numbers are not necessary to pass home inspection where I live and just say they ordered and with Covid just taking longer to arrive.

You are overthinking this a bit (I'm also an overthinker, lol). I'd just go to an office supply store and buy number stickers. They will stay up long enough to pass inspection.

Is this "inspection" for the post office?

In my town we could not get an occupancy permit with our house numbers either. It was required in case of fire, ambulance or police.

They would be mounted onto wood—either the painted door trim or the new posts of my cedar arbor (which will have been stained yet). I guess if we stick the adhesive ones onto a painted surface it could be repaired if needed.

Or, using painters tape, tape some numbers to a wall, or make the numbers using tape.

Numbers are very cheap ...get ones with holes and put them up with tiny tack type nails..this will leave no mark ....since you have been cited i would not mess around with questionable attempts...
