I found some patches on my lawn that are covered with white looking stuff.

I do not think it is powdery mildew. It sits on top of the blades in a full-sun area of the lawn.

When I examine it closely it looks like black eggs of some bug covered in white.

Trying to figure out if this is an insect or fungus.
