The question as to whether make-up air is needed for a range hood is "it depends."

The first part of the "it depends" answer depends on the requirements of the building code in your area. Here in Virginia, the residential building code requires a make-up air system for any exhaust system with a capacity over 400 cubic feet per min (cfm.) The make-air flow rate needs to be approximately equal to the difference between the exhaust flow rate and 400 cfm. So, for example, if your range hood has an exhaust flow rate of 600 cfm you would need to bring in 200 cfm of make-up air.

The second part of the "it depends" answer depends on the construction of your home. If you have a super-tightly constructed home, you might want to install a make-up air system even if your building code doesn't require it.

Make-up air (MUA) is what replaces the air exhausted by the hood. I will assume that you intend to have a hood of adequate size and volumetric flow rate (actual) to capture and contain rising and expanding cooking plumes. For any serious cooking, the required flow rate and hood size will be such that supplemental (beyond a leaky house) MUA is a necessity.
