Hi Sylvia. Does the sun shine directly on that block wall behind the plants? Could they be being cooked by the reflected, radiated heat coming from the wall? The distorted foliage makes it seem as though you may have spider mites or even perhaps Chilli Thrips. Both of those can cause foliage and new growth issues.

The wall faces southeast, so it does get some morning sun. I wouldn’t call it baking, though ... not like the back yard which gets southwest sun for hours,

chilli thrips are not impossible - they thrive in 9a, I believe. How do I prevent my other roses from getting them? How do I kill the little buggers?

Thankfully, the Chilli Thrips haven't made it up to us yet, not that they won't, so I'm not experienced dealing with them. I will have to let others who live with them share their techniques. I would use a water wand on the plants to rehydrate them and help wash away any spider mites they probably have due to the heat and drier air being against that slump stone wall. I think you will notice an improvement in the foliage once you begin washing the undersides of the foliage with the water wand. It won't do anything for the Chilli Thrips, unfortunately.
