Double faced rockwool insulation?

I'm in a 1970s house in New Mexico. The attic desperately needs more insulation. But I was very surprised to find they had laid rockwool that has paper on both sides. If were to lay more on top, I'm assuming I'd have to strip the paper off the top side. Or might the paper just have been packaging the rolls rather than as a vapor barrier?

Who knows? Pictures may help? But you do not want multiple vapor barriers as all you will create is a mold sandwich.
