Weird streaks on Quartz. Not sure what it is

Hi Home Improvement experts,

We had some work done on our new home right after buying. After all the work was done, we noticed that there are streaks of white on our bathroom quartz. It looks like a film and it just wont go with scrubbing. I also tried soaking in white vinegar for 15 minutes.

My theories,

This Quartz looks like that. I doubt this theory.
My contractor had washed his hands after grouting in this very sink. There was so much grout on the countertop that it took some time to wash it all off. I wonder if this is some haze that wont wash off. You can see the streaks on the right side of the sink.

Can you think of any other ideas? Also, please let me know if you can think of any fixes.

Here is a picture, you can see the streaks on the right of the sink.

Have you tried Gel-Gloss? We had an Onyx shower, sink and counter top installed and it works great.
