It looks like a seedpod. Are you sure that's rosemary? I always thought that they had pine-needle-like leaves.

and yeah its rosemary, the pictures were taken from the bottom half of the plant. The needles are forming on the tips! Honestly I was also wondering if this was rosemary when I first started these fellas haha.

Absolutely not a rosemary plant. The little black things are seed and the white floss are the parachutes that help the seeds disperse in the wind. Your plant produced a pod or similar structure that opened up when the seeds were ripe.

Sorry, Den. What you have there is a weed, one of the Epilobiums. The feathery thing is its seed pod, as others have said. Your ‘needles’ sound like the green seedpods before they ripen and split open. In fact, in the first picture there’s one doing exactly that. If you show us the whole plant we can tell you if there’s any rosemary there at all. But if you tried to grow rosemary from seed I think that it has failed and a weed has blown in instead. Rosemary is unmistakeable both in appearance and smell.

Rosemary grows very easily from cuttings. If you know someone who has a healthy plant you could get some pieces and propagate that way.
