I would have the base powder coated in a great color. You could use faucets that come out the wall.

Are you sure that you can’t just wire brush the stand and paint it using Rustoleum paint? Unless the legs are rusted through and make the stand structurally unsound, I would give that a try before I would replace it, if possible.

You would need to have the water lines routed inside the wall. Or routed outside the wall and boxed in. Preferably inside the wall to maximize floor space because boxing in the plumbing would result in pushing the sink out a bit farther into the room...plus not as tidy looking.

Besides having the plumbing rerouted inside the wall to accommodate a wall fixture, I see 2 other possibilities which may or may not work in your space: 1) Create a bit of counter behind the sink (between wall and sink) well supported, to use a traditional faucet there - this will mean the sink will stand a few inches away from the wall 2) Run the piping up the wall in the corner, then over to the wall faucet location, either leaving it exposed (as I have seen in basements of old houses) or box it in with some trim work or drywall.
