Does anyone know what buts are this? They are tiny and jump

Our first apartment when we moved in I got bit up terribly. Turns out the previous renter had a cat or dog and left fleas behind. And because I am so allergic to many things the fleas had a field day! We had to move out for a few days and the apartment manager had a flea bomb set off in there. When we moved back in, never had another problem.

So, did the previous owner have animals?

That photo is too unfocused to tell, but if it is pretty small, kind of flat sided , jumps, and bites, it is a flea. Also, for me, a flea bite makes a small, round, hard bump that itches - others may have a different reaction.
