Without seeing it in context it'd be hard to guess, though it looks like someone was serious about connecting them. Can you dig a bit and then take a picture from further back? Is that scaffolding at the top? Is there a building close by? Was there recent construction or hardscaping?

Over it is a deck and yes it seems somehow attached to the home... It seems as though buried underground by crawl space of the home and is just peaking out from underground but I'm so confused what it is connecting to. It looks like it is going straight back into the ground. It also seems pretty rusted, so maybe it's an old pipe that doesn't connect to anything? There was no recent construction or hardscaping.

Impossible to say without an in-person inspection, but I can guarantee that it’s some jury-rigged thing that passes no plumbing code.
