Simple MERV filter on Furnace or external filter?

We live in California and it is becoming more common to have wildfires each year. We would like to filter our air so we can feel better about the air quality in our home during wild fire season.
I'm not sure if we should just get a $20 MERV filter or an external HEPA filter.. and what does the external HEPA filter connect to? ( we have a couple portable filters that we are using in our temporary housing but want a better plan for the house under construction)-- any suggestions or thoughts would be appreciated.
