Are the lights placed in separate zones, controlled by different switches? Will the lights be dimmable? I guess I would want to know how the lights are to be used in this space.

On a dimmer, the room is open concept but each area (living room, kitchen) controlled by different switches

For me what is jarring is not the number of lights necessarily, but the fact that they don’t delineate or define separate spaces, instead of being lined up in straight rows all the way through the space. I assume we’re looking at an open-space kitchen and dining room? IMO each room should have its own lighting plan...

Just separate them on different switches, so you can adjust the lighting as needed.

In other words, don't have one switch that turns them ALL on.

Yes I believe there are too many. I got talked into a lot for kitchen it’s was overkill. Are they four inch pot lights? How many are there? What are the dimensions of room.

First of all, in the living room you should be planning on having lamps as you want layers of light not all overhead. It looks like no one took into consideration your layout of furniture and how much overhead lighting you really need. I think you are going to discover that you won't use most of these lights as they will make the space too commercial feeling. I find that usually electricians don't take anything into consideration when told to put in overhead lighting with no specific plan. Your gut is right- listen to it and get if figured out now otherwise you are going to regret it when the plane lands at your place from following the runway lights. One other thing, have you considered placement for a chandelier for your dining table if you are going to have one?

It’s fine- you state it’s zoned and on a dimmer. Leave it alone. This is just one layer of lighting, you also need accent lights and task lights to finish the room.
