Can Anyone tell me what these are? I believe they - may - be hot water valve's for hot water baseboard? I'm a bit confused, as I am purchasing a home and was told it has electric baseboard. The valves in the photo is right next to another baseboard heater, and seems to be where a baseboard heater was removed. It looks to me like it could be for hot water? Sorry for the lack of knowledge, I am a first time home buyer and this is all new to me. The house is a foreclosure so little is known about the home and I am on my own to figure it out.

Initially I thought it was simply electric baseboard as each room as its own wall thermostat, and I didn't think hot water baseboard could be so zonal? The foreclosure listing says the heat is simply "electric" but of course these listings are usually inaccurate. Thank you!
