Appears that rain will go down there every rain shower, and you will have an ongoing problem. Best thing would be to have a roof, and maybe a door with a good seal at the top, and get the problem taken care of once and for all.

cat_ky - I don’t know if it makes a difference but there’s a drain down there too and it drains pretty well. I thought about the roof as well, but HOA is very strict and has all these rules and requirements that would turn into a very expensive upgrade :/

There is a drain by the one next door to me too, but, it was still ruining the doors and a small amount was running into their basement level, close to the door. They are in process of building a screened in room over theirs, and there is a full roof on the screened room. There really isnt much else you can do but just keep on repairing. Has anyone else had that problem in your neighborhood?

I wouldn't remove the paint from a metal door... I'd scrape away anything that's loose and repaint it. In all cases, I'd use a good quality exterior primer and paint, but what's available depends on your area. If your house roof is pitched toward this basement opening, it should have gutters so that it doesn't make the water situation worse.
