It appears you have two conditions, one where the foundation wall is parallel to joists and one perpendicular. Where parallel, he's asking you to provide blocking perpendicular to joists to spread the load through the framing system.

Although re-reading it I'm not sure how many pieces of blocking he's expecting. "Three bays @ 16"o.c" is confusing. Better ask.

If this is a regular finished basement wall partition if the wall runs perpendicular to the joist nail the top plate to joists. Where the wall runs parallel to the joist nail blocking between the joists and nail the top plate to the blocking.

That said this drawing is missing firestops. So before you put up walls make the fire blocking is done first. Here is an example to give you an idea.

"3 bays at 16 OC" means to block the bay the wall intersects plus 2 additional bays. That creates a stronger 48" section instead of a 16" section. Some inspectors will do you a favor and show you where the blocks are missed after they write the correction ticket.
