Master bath remodeling and codes

My cabinet guy did not pay attention when he measured for my new 24" deep bathroom cabinet. When he brought it, I pointed out that the cabinet needed to be deeper (24") because of the plumbing coming up out of the concrete. He did not pay attention to where the plumbing was so he had the drawers on the wrong side. He had to take it back to his shop and redo it. He brought it back with the drawers on the right and sink cutout on the left, but he forgot that the cabinet was not 24" deep.

He took it back again, and he brought it to our house when I was not home. My husband assumed he had fixed it, and he paid him. When I got home, it was still 22" deep. I called him, and he said he couldn't figure out what to do. I thought he should redo it or make the side panel 24", but what do I know! Paid in full...nothing I can do now.

The hot cutoff valve is 23" from the back wall so if the cabinet is 22" deep, the cutoff will be in front of the cabinet. So, we can't have that.

Okay...this is something I have never seen before! Is this to code? The black cap and everything under it??? The pvc pipe that goes through the back wall is a drain for the hot water tank (in its own closet) which is our master closet. I remember the plumber put the pvc pipe in when he installed a new tank 4-5 years ago. The angle of the picture looks like it is draining into the tank, not out of the tank, but I think that it is just a bad camera angle. I will make sure it slopes the right way.

The hot water cutoff sits at 23" from the back wall, and the new cabinet is 22".

Black cap?

Then, we found where the original waste pipe and copper lines were hidden behind the old cabinet. Ahh! Duct tape! Everybody's favorite way to cap off plumbing! They didn't even cover the hole completely.

Yes, that metal around the receptacle shocked my husband. The electrician will surely deal with that and the phone wire.. So, we removed more drywall around the other receptacles. We found more copper plumbing in the wall going into the hot water tank. Probably 1995, but it could have been 1966, too.

I will rework either the plans or the cabinet. I am not paying for this cabinet again. It took several months to get this cabinet and I am not waiting.

Questions:

1 . Is the vent pipe with the black pipe to code?

2. We removed a side panel of the new cabinet. I think we can add a new side panel that is 24" to clear the hot water cutoff. The cabinet doesn't look sturdy to me, but the cabinet guy knew we were using quartzite as a countertop. Does it need any extra bracing to hold the quartzite? (52" long cabinet.)

3. Is possible that the two sets of old copper pipes can be used again?

New cabinet with one side removed.

Thanks for all advice.
