A but late here, but those could also be blurry millipedes.

Looks like a cut worm which is actually a type of caterpillar. They feed at night so you can go out and pick them off or use BT spray which is a bacterial spray that targets caterpillars and is organic gardening approved. These guys tend to chew plants right at the base so you may see young plants just falling over.

Since this was bumped, I'm gonna say heck yeah those are millipedes. Look in the upper right--you can see the back end of one in motion. It's a lot of legs.
