If your power goes out, no heatpump or gas furnace is going to work. A convection hot water system may work but they tend to have electronic parts in them to operate (valves, thermostats, etc). A gas fireplace/wood burning stove and the like are your best bet for backup but aren't a primary heat source in most homes.

Backup - Purchase a generator.

There are quite a few heating systems worth installing, depending on the room's size and the ceiling's height. For heating a large folding room, I use this system of industrial heaters https://www.bnthermic.co.uk/warehouse/ , which allows you to set the desired temperature through sufficient air circulation. If your home is a medium size, this heating system may be right for you. Temperature control is provided by the built-in thermostat of the heaters, which will not take up your time for constant personal monitoring and control.

We are a bit south of you, and have 2 wood burning fireplaces which do a good job of heating the house if we lose power. We are in a ranch with below grade basement, so not much chance of the plumbing freezing as long as the upstairs stays warm enough. We can actually close off the two north facing bedrooms to conserve heat if necessary. We have a generator too, but it’s not wired into the house.

Losing power is the problem. Batteries(LFP) and an auto-transfer switch setup is a solution.
