what are the 4 rectangle shape openings in my garage

I noticed 4 openings in my garage, they looks like open rectangle. I am planning on to cover my entire garage bottom baseboard with diamond plates. But I am not sure if I should keep these 4 rectangle shape space open? Will there be any violation if I cover these with diamond plates? I don’t know what it’s called and why they are there?
