HELP- Is this a fungus/mold growth?

Noticed this on the bottom of the terracotta pot that I have my snake plant in. It looks like it is also in the soil near the roots. Nothing visible on the soil surface. Leaves are turning yellow & are wrinkled from infrequent watering. Any information of what it may be & what will help recover my plant is much appreciated! :)
