Refinishing Wood Dining Table

Could I use a water-based Minmax conditioner under an oil-based stain? The oil-based wood conditioner is sold out everywhere around me but the Lowes worker told me it was okay to use the water-based conditioner before using an oil-based stain. However, when I look online, it seems like the general rec is to use oil-based conditioner with oil-based stains. Any advice on this?
