Orange tree leaves curlin badly

I pruned my orange tree a few weeks ago and its got a lot of new leaves but every single new leaf is curling like in the pictures Can anyone tell me what it is? Also what would be a good fertilizer for it
The tree is three years old and has not grown hardly at all, it gets enough water, but this year dropped every single orange it had
