Adding weep holes in crawl space to block foundation?

Hi,

I'm encapsulating my crawl space, but before I do, I want to add weep holes. What size weep hole would you recommend? Also, should I install weep holes in the joints? Or just one hole per cavity (2 per block)? From what I can tell, you normally add plastic inserts for weep holes to the joints before you mortar. Not sure if I should drill a hole or not.

I'm not entirely sure on the block size, I can double check when I go back down in the crawlspace. But I'm pretty sure it's 8x8x16. However, the cavities seem pretty small. I have to drill pretty far (about 1.5 - 2") through the block to get through.

Thanks!
