Plumbers! Unique/strange problem.

I have a unique problem. I have a toilet and a sink side-by-side in the bathroom. When I flush the toilet, the tank empties but the water does not automatically refill. I have to turn on the sink faucet to get the tank water to turn on. I have had two plumbers look at it and neither had a solution.

Disconnect the toilet supply line at the toilet after shutting off the valve. Stick the line in a bucket and turn on the valve. Do you still have to turn on the sink faucet to get the toilet supply line to come on?
