There are many different varieties of Chamaecyparis, it might be one of them. They come in different shapes and colors.

General foliage structure is pretty much like that of Lawson cypress. Numbers of yellow forms of this species have been selected. With example shown appearing to have been topped and sheared into an aberrant shape - probably it would be taller and pointed otherwise. In other words an eventual tree rather than a shrub.

i'm going out on a - proverbial - limb here and thinking that this looks like Chamaecyparis obtusa. One of the cultivars.

Wow! I didn't even know thuja's came in a golden color. I've only ever seen the dark ones and very tall.

one key might be where the garden is ... lawsons do not make it in my z5 ... while thuja is bulletproof much colder ... chams are also borderline based on location ...

so if you were looking for something akin ... you would need to hone in on your own location ... and ask for suggestions relating to such ..

Not usual for Hinoki to have such feathery sprays with tips that long and drawn out (slender). But it's impossible to tell for sure using only this shot.

And again the dumpy habit will be the result of pruning and not characteristic of the variety. Many yellow arborvitae cultivars have been selected and circulated, however plant asked about here is not a Thuja.

I found the pic while searching for shrubs for my garden. I would so love to have some evergreens. I have one Colorado Blue Spruce that's only about 5 ft tall and an ill-placed false cypress. Trying to create an enclosed look to our yard and more privacy.

Come spring hit any independent garden centers in your area that stock a range of conifers and see what they have. Typical displays in my area will have blue, green and yellow foliage forms, upright and weeping growth variants, and various versions of dwarf and compact, in a range of eventual sizes.

Also in my area this Oregon company seems to be the main wholesale source for collector and hobbyist conifers appearing in garden centers these days. I think they also have customers throughout parts of the country with suitable climate conditions - if you look through their offerings it may give you an idea of what kinds you are likely to encounter:
