Serious question- is there a street behind your house where you could alter the entrance and parking? If there’s another house behind yours, could you buy that instead of excavation of your driveway? Lake front often has restrictions on building, though I’m in the US so CA regulations will differ.

In Trail where my son lived they got tons of snow and he had heat installed in the driveway to melt the snow it was great and in your case perfect since the garage is higher than the driveway all the water will just run away.
