sigh. no wonder if doesnt look that healthy. anything we can do about it to make it look better or just let it be and let the landlord deal with over time.

Apparently bamboo mites are difficult to get rid of. I vote for ripping out with permission.

Not sure about the species in the picture from the OP, but my clumping Fargesia 'Green Panda' came down with this two years ago. There is no treatment once they get these mites? I am prepared to rip out my grove in the Spring after over a decade due to this awful pest. Previously, the grove was so healthy. Are there environmental conditions that encourage this problem?

Bamboo mites are typically just a species of spider mite that prefer bamboo. And like spider mite infestations on other plants, they can be controlled.
