usps pricing for seed trading

It seems to me usps is really trying to steer people into using priority mail. Really though it's not significantly faster than first class. Anyways as far as I can tell if I want to send a large envelope first class, what the usps calls a flat, and the dimensions are less than 11x15 and not exceeding 3/4 inch thickness and less than 13 oz. the max price should be $3.40. I don't have a scale right now that I can use but I have some 13 oz. packets of food that I can compare it to and it's certainly less than 13 oz.

To the other traders here does that sound right? I'd really would rather not pay for priority mail.
