It's a minor issue with very simple fix. Chip the excess away, fill gaps with this: https://www.amazon.com/gp/product/B000QH6YUW/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1

and use a sponge (or a stucco float) in a circular motion to express the texture. It may take more than one coat.

Plenty of videos on YouTube to show you how to fix stucco.

Discuss with the builder -- this is where you start with all problems that arise.

I understand, but what can I expect them to do to resolve this? Is it able to be cleaned up and can these lines even be straight?

Hard for us to tell. I am tempted to say yes they can be cleaned up but all I have to go on is two little photos.

If there are model homes, go take pictures and compare to your build. Maybe they got sloppy.

What type of build? Custom home or tract/developer home? It will make a difference. A tract or builder home you may get them to clean that up a little bit but I would not expect much better.

Stick to your guns then as that is sloppy and there is no excuse for it. Especially on a custom home.

This is substandard work, should be fixed or re-done, this is unacceptable. If your builder accepted this job and paid for it that his problem. Also, I don't see any room for expansion and contraction around window frames, which is a typical requirement

Aluminum windows (vinyl windows similar)

Allow a ¼” gap between the exterior cladding, siding, brick, stucco, or stone and the window frame on all sides, except vinyl J-channel. The gap (expansion joint) should be filled with the correct backer rod, then sealed with a high-grade exterior sealant, and will need to be maintained.
