I think we used to have something similar in the house that I grew up in on the kitchen counters backsplash. There were outlets that would be on that track and you could slide them back and forth to the position that you needed them to be in to plug something in.

Those tracks look awfully short though, so maybe it's something else.

There was a similar thread here a couple of months ago for the same thing. It is indeed two slots that allows two prong plugs to be plugged in along it's length.

So you plug the 2 prongs directly into this thing? I figured it was just missing the movable outlets that were on the device that I grew up with. Maybe we had the deluxe 'safe' version! ;) I remember it was always sparking whenever you moved the outlets around. Amazing I survived. :)

A power strip for two-prong plugs, which you don't see many of any more.

That garage outlet needs to be a GFCI unless it is protected elsewhere.

And now that you've identified it, get rid of those antiques. It's ungrounded as well as being easy to overload electrically. If you need something more in those locations than is provided by the existing receptacles, replace with modern, grounded power strips.
