Quietest hydronic toe kick heaters

We just had our kitchen remodeled and have two hydronic Slantfin toe kick heaters. Problem is, the fan makes a whiny, variable high-pitched noise that drives us crazy even when the kitchen doors are closed and we are on a different floor. My husband wanted to swap them out for electric, but that seems dumb to me since they are noisy too and don't heat as well. I've looked through the old threads but much of the info is a decade old. I would love to hear recommendations of heaters that are quieter, or at least make a constant white noise instead of what we have. My husband says it sounds like a crazed banshee in the kitchen.
