You could split some clear aquarium, etc tubing and slip over the metal.

Why not avoid the issue and select barstools without the metal arms.

Or select barstools with upholstered arms

Either of the above and IMO no arms is the way to go with a swivel stool.

I'm probably stating the obvious but even without arms, whatever the back is made of, will swing into the counter...so selecting something padded rather than hard, would be required to avoid any denting/scratching.

Skip the arms and one below for example has a padded faux leather seat for ease of cleaning, higher back for comfort and it swivels

We really need something with a curved up seat or low padded arms since my husband has balance/mobility issues. I’ve seen some great, flat seats, but one tilt to one side and he risks falling off. We’ve had arms on chairs before, and they do add an extra level of comfort. The home we just sold had counter chairs with metal arms. There were a couple minor chips under the island top. Not ideal, but it worked. Just don’t want metal again.

I think the last barstool Maureen posted is perfect! The chrome base is just fine too, and plays well with your stainless range hood. Not all metal in a space must match; in fact, you create a more nuanced and interesting look when it doesn't.
