Without a photo, it's hard to tell, but it's probably dormant. After our very hard winter here in PA, even my lawn (which doesn't go dormant) is two-thirds dormant.

Don't bother raking, it will do damage to the crowns that are trying to hang out, wait for spring, and do their thing. Hands off, let the lawn rest, and let it wake up. It could be on time this year or late.

What you can do if you want, is as the weather warms and the grass dries out, mow it shorter than usual to open it to air and sunlight. My usual mow is 3.5" (mowing northern lawns high is best for reasons of watering and general health). I'll mow down to about 2.5" or so to open it up, expose greener, regrowing grass underneath, and get the season started.

For me, that date is coming up. Daily highs are now in the fifties.

Yep. That's well within normal range for a lawn that received a winter battering. I'm trying to avoid looking at mine at the moment because if I do, I'm going to be tempted to do something about it.

That's the wrong thing to do. Right now, the correct thing to do is to keep one's hands strictly off it. :-)

NP. When days are in the mid-fifties and some are even nicer, and the daffodils are in bloom, it should be looking pretty OK. Not perfect, but much better. If it isn't, that's the time to worry about it.
